One of the few bright spots in the construction industry is the work that’s being done on military bases, funded by the Department of Defense. The American Recovery and Reinvestment Act (aka the stimulus bill) alone provides for $7.4 billion in constructionon military housing, hospitals and other facilities. And unlike the ARRA money for highway construction, the DoD is spending money now.

The DoD likes contractors who can work fast and maintain high quality levels and they tend to move slow on plans and payments.
