Illinois approves first construction spending plan in a decade

Gov. Pat Quinn of Illinois has approved a $31 billion construction spending plan — the first such spending plan for the state in more than 10 years. The funds are slated for a variety of projects including roads, bridges and high speed rail projects. A spokeswoman for the governor said the construction plan will support 439,000 jobs over the next six years.
