HulinRussell Hulin has been named deputy director of the Oklahoma Department of Transportation (ODOT), a position he will hold jointly as chief financial officer of the agency. He has served in the latter capacity since 2013.
In addition to these roles, Hulin also is the director of the Finance and Administration divisions, including the branches of Civil Rights, Comptroller, Human Resources, Media & Public Relations, Office Services, Programs, Purchasing and Transit Programs.
Hulin has held multiple positions with the Oklahoma state government since 1984. He was the chief financial officer for the Oklahoma Tax Commission from 1997 to 2012 and most recently served as that agency’s deputy executive director prior to joining ODOT.
He is a certified public accountant, member of the Oklahoma Society of Certified Public Accountants, American Association of State Highway & Transportation Officials and American Road & Transportation Builders Association.
