Do highways pay for themselves?

Not as much as they used to. A report out today from SubsidyScope notes that gas taxes account for for an increasingly smaller share of our roadbuilding funds while “non-user” taxes, bonds and other forms of revenue have steadily increased.

A lot of the blame for this can be placed squarely on the failure of Congress to raise the federal motor fuels tax so much as a penny since 1997.
