USDOT Releases $1.9B in Disaster Relief Funds with Half for Hurricane Helene Repairs

The U.S. Department of Transportation has released another round of emergency relief funding for natural disaster infrastructure repairs, half of which are still needed after Hurricane Helene hit the East Coast in 2024.

States will use the $1.86 billion in USDOT funding to repair damage caused by “recent natural disasters and catastrophic events,” including 2025 storms and flooding in Arizona and multiple atmospheric river events in the West. Around $908 million of the package is devoted to Hurricane Helene repairs and brings USDOT’s total commitment to repairing that storm’s damage to $3.4 billion, including $2.9 billion spent in North Carolina alone.

In 2025, North Carolina received USDOT’s largest ever allocation to one state under the Federal Highway Administration’s Emergency Relief Program at $1.15 billion.

Key allocations from this latest package include:

  • Arizona, storms and flooding in Gila, Mohave and Pinal counties, September 2025 — $15.9 million
  • California, atmospheric river events January 2019 — $79.2 million
  • California, heavy rains and high winds in Monterey and San Luis Obispo counties, January 2021 — $27.6 million
  • California, severe atmospheric river events, December 2022 — $74.1 million
  • California, heavy rains, damaging winds and severe flooding, February 2023 — $45.6 million
  • Florida, Hurricane Ian, September 2022 — $18.6 million
  • Florida, Hurricane Milton, October 2024 — $17.1 million
  • Maryland, Francis Scott Key Bridge collapse, March 2024 — $300 million
  • Minnesota, severe storms and heavy flooding, June 2024 — $15 million
  • North Carolina, Hurricane Helene, September 2024 — $908 million
  • Puerto Rico, Hurricanes Irma and Maria, September 2017 — $60.2 million
  • Tennessee, Hurricane Helene, September 2024 — $42.7 million
