The Virginia Department of Transportation is searching for private-sector partners to design and build the Hampton Roads Bridge-Tunnel Expansion.
The project is estimated to cost $3.3 billion to $3.8 billion. It involves building another bridge-tunnel and widening segments of Interstate 64 in Hampton and Norfolk, VDOT says.
The project would eventually become part of a future regional network of express lanes.
The agency has issued a request for qualifications for those interested in designing and building the project. Responses are due by March 2, and qualified short-listed teams will be notified in April, VDOT says.
The RFP process is anticipated to start in Spring 2018, with the contract award planned for early 2019. Construction is expected to begin in mid-2019 and end in 2024, according to VDOT.
