American Road & Transportation Builders Association (ARTBA) Vice President for Federal & State Relations Richard A. Juliano has earned the Certified Association Executive (CAE) credential, the American Society of Association Executives (ASAE) announced. The CAE is the highest professional credential in the association industry. Less than five percent of all association professionals have achieved this distinction.
To be designated CAE, an applicant must have a minimum of three years experience in non-profit organization management, complete a minimum of 100 hours of specialized professional development, pass a stringent examination in association management and pledge to uphold a code of ethics.
To maintain the certification, individuals must undertake ongoing professional development and activities in association and nonprofit management.
More than 3,900 association professionals currently hold the credential. The CAE program is accredited by the National Commission for Certifying Agencies (NCCA).
Juliano first joined ARTBA in 2002 and has served in his current capacity since 2004. He manages the activities of the association’s Contractors Division, which includes more than 3,000 members, and serves as principal liaison to 35 affiliated state and regional contractor organizations and its Council of State Executives.
He is a frequent speaker at transportation construction industry events around the country and represents contractor interests before Congress, federal agencies and policy groups. Juliano is also treasurer of ARTBA’s political action committee.
Prior to joining ARTBA, Juliano served as White House liaison at the United States Department of Transportation under then-Secretary Norman Y. Mineta. For his service during and after the events of September 11, 2001, Juliano received the “Transportation 9/11 Ribbon.”
Juliano has an A.B. in public policy studies from the University of Chicago and a J.D. from the University of Chicago Law School. He is a 2009 graduate of the U.S. Chamber of Commerce’s Institute for Organization Management (IOM).
