Staker Parson announced that its Hales Sand & Gravel operation received the Utah Asphalt Pavement Association‘s (UAPA) Large Project of the Year Award for the SR-99 Fillmore Main Street project in Millard County.

The SR-99 Fillmore Main Street project corrected a drainage problem on the roadway with the installation of a new storm drain system, a new culinary water pipeline, new curb and gutter, new sidewalk and pedestrian ramps, 68,234 square yards of Full Depth Reclamation Treated Base Course, 3,528 tons of 3/8-inch land leveling Hot Mix Asphalt (HMA), and 16,523 tons of Stone Matrix Asphalt (SMA), as well as the addition of bike lanes on both shoulders.

There were unexpected project challenges during the project. The crew encountered a few issues with the design that wouldn’t work as planned for Full Depth Reclamation, so the existing material was excavated and new road base brought in to prepare for the 6 inches of asphalt that would cap the roadway. In addition, there was a significant increase in the amount of soft spot repair in the subgrade, which made the schedule tighter.

With multiple crews working in congested areas, Hales Sand & Gravel made safety its top priority. Pedestrian traffic was disrupted during sidewalk and pedestrian ramp reconstruction, so pedestrian bypass ramps were built to guide the pedestrians safely through the construction zone. Plus, the busiest section of roadway was paved at night while traffic was light. As a result, the project was completed with no injuries.
