Illinois Tollway needs firms for 15-year, $12 million program

The Illinois Tollway is looking for firms to provide design, construction management and technical services for 23 new contracts associated with its 15-year, $12 billion capital program Move Illinois: The Illinois Tollway Driving the Future.

The contracts will provide for an estimated $90 million in design and construction management for the Jane Addams Memorial Tollway (I-90) Rebuilding and Widening Project and the Elgin O’Hare Western Access (EOWA) Project, as well as other technical services.

“We are looking for the best and brightest firms in the business to submit proposals for these key contracts to design and manage the construction of nearly three quarters of a billion dollars in construction over the next several years,” said Illinois Tollway Executive Director Kristi Lafleur in a press statement. “We urge all companies who specialize in these services, regardless of size, to go online and learn about these and other opportunities to work on our new Move Illinois Program.”

Contracts being advertised include the following:

  • Fourteen construction management contracts for $515 million worth of construction on the I-90 Rebuilding and Widening Project scheduled between fall 2013 and fall 2016.
  • Six construction management contracts for $233 million worth of construction work on the EOWA Project scheduled between Fall 2013 and Fall 2016.
  • Two design contracts for the EOWA Project and the I-90 Rebuilding and Widening Project.
  • One construction management contract for documentation compliance.

Firms interested in submitting a proposal can visit the “Doing Business” section on the Tollway’s website www.illinoistollway.com for more information. Submissions are due March 19, 2013, with a contract expected to be awarded by the Illinois Tollway Board of Directors this spring. Work is expected to begin this fall.

Illinois Tollway professional services contracts are awarded through the qualifications-based selection (QBS) process (Illinois Public Act 87-673 {30 ILCS 535/1-535/80}) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors on the basis of demonstrated competence and professional qualifications.

Staff from the Department of Engineering checks statements of interest to ensure that specified pre-qualifications and documentation are met and then reviews and scores statements of interest based on the selection criteria outlined for each project. Executives from the Department of Engineering then review the scoring, as well as each firm’s capacity, and identify the top recommended firms per project.

To complete the review, a committee of Tollway professionals and independent engineering officials considers the top recommended firms and finalizes the top three firms in ranked order. The Tollway then seeks to negotiate a final contract price with the top-ranked firm.
