The $647 million project included $128 million in American Recovery and Reinvestment Act (ARRA) funding.
It is expected to improve access to the west side of I-215 and overall mobility through the city of San Bernardino by easing congestion.
The four-phase project, which began in 2007, added two freeway lanes (one general purpose lane and one high occupancy vehicle lane) in each direction for more than seven miles, as well as direct connectors as the State Route 210 interchange, widening I-215 from three lanes to five.
Other improvements included replacing fast lane entrances with conventional on- and off-ramps on the far right of the freeway, reconstructing seven local street interchanges, widening existing freeway under-crossing structures, improving several local streets and reconfiguring I-215 in order to reconnect two areas of San Bernardino.
