Robbing Peter to Pay Peter

Here’s an idea to get people working on highways and bridges.

Instead of borrowing from the general fund or raising taxes to get work on highways and bridges going in a hurry, why not borrow from the new reauthorization legislation BEFORE it is enacted? It’s the idea of the Democrat’s Number Two in the Senate, Dick Durbin of Illinois, according to the Dow Jones Newswire story by Corey Boles. He’s floating the compromise idea — and saying he’s speaking on his own not for the party or the Senate – as a way to delay consideration of new mult-year leigslation but still get money to work in 2010 according to the story.

It’s the sort of modern arrangement that would confuse Polonius.
