This nasty winter is turning into a budget breaker. You’d have to think at the start of winter that transportation officials all over the country would have crossed their fingers so that the weather didn’t demand money they didn’t have. It is.

“Each snowflake looks like a dollar sign floating down,” said Barbara Whitmore, the town clerk in Genesee, Wis., 30 miles west of Milwaukee.
