James Bass named new Texas DOT executive director

The Texas Transportation Commission has named James Bass as the new executive director of the Texas Department of Transportation, replacing Joe Weber who retires at the end of the year.

Bass has been TxDOT’s chief financial offer for 10 years and will start his new position Jan. 1.

In his 30 years with the agency, Bass has served as an engineer aide in the Austin District, an accounting clerk in the Finance Division’s Revenue Accounting Section and a budget analyst in the Budget and Forecasting Section.

In 1999 Bass became director of the agency’s finance division before taking over the CFO role in 2005. He briefly served as interim executive director in 2014 when then executive director Phil Wilson left TxDOT to take the position of general manager of the Lower Colorado River Authority.

Much of his work has involved preparing for TxDOT’s Legislative Appropriations Requests, Operating Budgets and Cash Forecasting System, in addition to work involving public-private partnerships.
