Illinois Tollway seeks to award $100 million in contracts

Illinois_Tollway_logoThe Illinois Tollway is looking to award 19 contracts worth about $100 million to provide design, construction management, geotechnical and materials engineering services for the agency’s 15-year, $12 billion capital program Move Illinois: The Illinois Tollway Driving the Future, the agency announced.

Illinois Tollway Executive Director Kristi Lafleur says the Move Illinois program is moving Illinois’ economy forward by investing billions in infrastructure, including $1.4 billion in capital projects this year.

Lafleur also notes that the infrastructure program will create thousands of jobs, through which it will employ more than 530 companies. In addition, she says Move Illinois “will bring regional transportation benefits including the Elgin O’Hare Western Access (EOWA) Project and a new, state-of-the-art I-90 corridor.”

Contracts being put out to bid include the following:

  • Nine construction management contracts for $830 million worth of construction on the Jane Addams Memorial Tollway I-90 Rebuilding and Widening Project

  • Three construction management contracts for $110 million worth of construction on the Reagan Memorial Tollway (I-88)

  • Two construction management contracts for $90 million worth of construction on the EOWA Project

  • One design contract for intelligent transportation systems (ITS) for the EOWA Project

  • One geotechnical engineering contract

  • One materials engineering contract design upon request contract

  • One infrastructure management system contract

Firms interested in submitting a proposal should go to the “Doing Business” section at illinoistollway.com for more information. Submissions are due July 3, with contracts expected to be awarded by the Illinois Tollway Board of Directors this December, according to the Illinois Tollway.

The agency says work is expected to begin in Spring 2015.

How the contracts are awarded:

Illinois Tollway professional services contracts are awarded through the qualifications-based selection (QBS) process (Illinois Public Act 87-673 {30 ILCS 535/1-535/80}) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors on the basis of demonstrated competence and professional qualifications.

Staff from the Department of Engineering checks statements of interest to ensure that specified pre-qualifications and documentation are met and then reviews and scores statements of interest based on the selection criteria outlined for each project.

Executives from the Department of Engineering then review the scoring, as well as each firm’s capacity, and identify the top recommended firms per project.

To complete the review, a committee of Tollway professionals and independent engineering officials considers the top recommended firms and finalizes the top three firms in ranked order. The Tollway then seeks to negotiate a final contract price with the top-ranked firm.
