Cash for caulkers: $57K per home

If there were ever a good example of why the government should stop trying to do feel-good, small bore projects this is it. The numbers are coming in on the home weatherization portion of the stimulus bill, aka the cash for caulkers program [1]and it appears that for each home weatherized the government has spent $57,362. The $5 billion dollar program has only weatherized 9,000 homes thus far and the government is blaming “red tape.” Whose red tape might that be?
