Alabama stimulus money ends up in Kentucky

A new battlefront has opened in the perpetual war between asphalt and concrete. Even though the stimulus money was awarded to Alabama, there wasn’t a concrete paving contractor in the state ^[1]that could do the job. So the work went to a Kentucky firm.
